This year’s Hawaii annual SET will begin on Saturday, October 21, 2017.  The purpose of this year’s exercise is to assess the capability of amateur radio operators to provide communications in the aftermath of a tsunami resulting from a 9.2 moment earthquake resulting in the Great Aleutian Tsunami causing disastrous damages to all four counties in the State of Hawaii.

The year’s SET will consist of two parts:

• Part I, will be on Saturday, October 21, 2017 from 8:00 a.m. to 1:00 p.m. HST.  It will focus on sending priority simulated traffic from the field to simulated county emergency operations centers (EOCs).  This traffic includes situation report (SITREP), damages reports, and any requests for assistance (RFA).  The simulated county EOCs in turn will summarize the individual SITREPs and damage reports, and any RFA, the county cannot fulfill, to the State EOC.

• Part II, will begin immediately after Part I ends, from 1:00 p.m. to 12:59 p.m., Sunday, October 22, 2017.  Normally 72 hours after a disaster event occurs, government communications are restored and Amateur stations can assist in other ways, such as handling health and welfare traffic that cannot be handled by government agencies.  The Pacific Section will encourage Hawaii stations to pass Winlink traffic for a simulated posting to the Red Cross web site by a State of Oregon Amateur radio station.  The SET simulation assumes stations participating have lost internet access and forward “Safe and Well” messages for web site posting by KF7RSF.

For the 2016 Winter COMMEX, we "fixed" the 147.060 p/l 103.5 Diamond Head linked repeater.  Please send your station status reports via Fldigi MT63-1KL via the State and DEM linked repeater on Oahu.  However, 444.350 at Diamond Head is not operational and the 146.760 at Peacock may also be down.

To All,

There will be a communications exercise “Winter COMMEX” hosted by Hawaii Emergency Management Agency (HI-EMA) that is scheduled for this coming Saturday, April 9, 2016, from 9:00 a.m. to 12 noon.  Yes, it is now Spring, but this exercise had to be postponed.  All amateur radio operators are invited to participate.  The scenario will be a tsunami.

We will be on 147.060 simplex (the State RACES linked repeaters will be not operational; we want to practice simplex).  We will also be on 7.088LSB.  The State EOC will be able to receive voice ICS-213 message, however, the preferred mode will be NBEMS Fldigi using MT63-1KL on both VHF simplex and on HF.  For the neighbor islands HF is the preferred and the only way to get a message to the State EOC.  Neighbor island HF stations can receive messages via simplex or VHF repeaters and relay via HF.

Two CVS files that Jack (KH6DQ) developed for sending a station status report and an ARC shelter report have been sent to the DECs.  The DECs will forward them to you.  It will help to speed sending digital report to the state EOC, KH6HPZ.  To use these CSV files, save them into a folder, then save them to your computer desktop.  Bring up Flmsg, click on “form” at the top of Flmsg, then click on “CVS”.  The CVS form will appear.  Then click and drag the station status report into the CVS form.  Then type in the information.  When done, click “save” to save the form then click “autosend”.  If you are also simulating an ARC shelter, send the ARC shelter report.  Yes, I know we do not open tsunami shelters, when there is a tsunami, but April is Tsunami Awareness Month.  For this exercise, we want to exercise this shelter form.

You can also send the ICS-213 form with the above information if you have problems with the CVS file.  You can also send situation reports (SITREPS) using ICS-213.  Remember to include in all your messages “This is an exercise message.”

Aloha,
East Hawaii Weekly Net is held at 1900z on 147.120. The net recently has bounced around between the Kopoho repeater and the Kulani repeater. As of April 4, 2016, the net will be held ONLY on the Kopoho (147.120). Kopoho makes more sense since it reaches all of Puna. Kulani is a great repeater, however; our weekly nets do not need to reach outside of East Hawaii.

I am looking for volunteers for net control. Net control operations is a wonderful way to get good experience on the air. If you are interested in volunteering or if you would like more instruction in net control communications, please contact me.

I am really looking forward to the year moving forward. There will be many changes, but I believe that changes are for the better.

The March 30th edition of the Northshore / Pearl Simplex Exercise, aka Oahu ARES Districts 2 and 3, netted 18 check ins, including one from Kauai and two from Temple Valley.  Larry, WH6CQX in Haleiwa said he could hear Jim NH6HI from Kauai LOUD on simplex but Jim disappeared.  More stations on Oahu would have loved to see how well we could work him Simplex.  Hopefully he’ll check in more frequently as well as other from Kauai.  We had a father and son team check in from Temple Valley / Ahuimanu.  This Central Oahu station couldn’t hear them simplex but we were successful in relaying a message from Central oahu via Waikiki 1 (WH6DWF) via Enchanted Lake (KH6OM) and on to Ahuimanu.  We had two HT’s check in from the North Shore, one in Waialua and one in Haleiwa.  This simplex exercise is growing and many are improving their capabilities, by improving their antennas and other equipment.  After the Simplex exercise, about 6 of us enjoyed 2M USB on 144.200.  Propagation was about the same as VHF but without the noise of the turned down squelch.  Onward and upward as we all learn our capabilities and limitations.
